Does the lever also fit models without a fuel gauge?

Yes, the lever also works perfectly on PX or PK models without a fuel gauge. The only difference is that the labeling of the lever no longer corresponds to the vehicle (the "A" (open) position then corresponds to the actual "R" (reserve) position).

Is there also a version with a reserve?

Yes, there are also levers with the classic R marking for "Riserva". This version is specially designed for models without a fuel gauge.

How can I tell if my scooter has a fuel gauge?

If your speedometer has a digital or analog fuel gauge, it is a model with a fuel gauge. In this case, the version without a reserve (as offered here) is ideal.
